The UAE has solidified its position as a leading global destination for digital assets and cryptocurrencies. The 2026 Crypto-Friendly Cities Index revealed a remarkable achievement for Emirati cities, with Dubai ranking fourth globally with 55 points and Abu Dhabi sixth with 51 points. This reflects the success of national strategies in building an attractive and innovative environment.

Dubai stands out as a highly competitive destination thanks to its successful integration of a personal income tax exemption system and a legislative infrastructure specifically designed to meet the needs of the virtual asset sector.

This combination has resulted in an environment that attracts global platforms, provides high levels of liquidity, and supports the seamless daily use of cryptocurrencies.

Alongside established financial centers like Singapore and Hong Kong, Dubai stands out by offering lighter tax burdens coupled with clear regulations and a robust institutional framework that serves investors and businesses. In this context, Elliott Andrews, CEO of Aspen Digital, praised the UAE's exceptional progress, emphasizing its success in developing a "very progressive and robust framework" for digital assets.

Dubai has demonstrated the effectiveness of its policies through a clear market structure and vibrant business activity. The Virtual Asset Regulatory Authority (VARA) plays a pivotal role in this success by maintaining a public and transparent registry of fully licensed or tentatively approved virtual asset service providers (VASPs), which includes industry leaders such as Binance and OKX.

The institutional adoption trend extends to broader sectors. Dubai's Department of Finance took a proactive step by signing a memorandum of understanding with Crypto.com to facilitate future government fee payments using cryptocurrencies.

Simultaneously, Dubai Duty Free signed a similar memorandum with the same platform to explore and integrate cryptocurrency payment mechanisms within its stores and across its online platforms. On the other hand, the capital, Abu Dhabi, has established itself as a regulatory center and an incubator for major international institutions under the umbrella of the pioneering legislation of the “Abu Dhabi Global Market”.
